This is Charles Franklin Springer (of Ohio; later of Dalton, Whitfield, Georgia), as indicated by cross-referencing of various sources. 'Wanklie' could be a sound-alike error, with ths name being misunderstood by the original clerk or registrar; or it could be a misinterpretation of handwriting from the original certificate or old register. The registry itself is clearly handwritten by a single hand--a clerk. Thie name clearly shows 'Wanklie' in that register. It is not a transcription error.
